[...] The site now claims to be "down for maintenance" and the allTunes desktop client that worked with the AllofMP3.com service no longer functions. On the plus side, most of the other Russian MP3 downloading sites are still up and accepting new customers although I wouldnt recommend banking on their long term prospects. [...]

If you have any more info on payments to ROM (www.rom.ru) then please email or post. From reading their site they clearly indicate that members are requried to make payments for the license rights.

From their site:
According to Article 39 of the Law of Russian Federation on Copyright and Related Rights, users (ROMS licensees) do not need to obtain consent for transmission of works, including performances and phonograms, via Internet.

Existing Russian legislation provides that such use is possible without related rights holder's consent but with payment of the due remuneration. Collection and distribution of the aforementioned remuneration is carried out by a society for collective rights administration, in this case - ROMS.

Technicalities aside, I'm not sure I'm paying for warez so much as I'm paying what the future price of music is likely to be. In a Global environment where I can get media from which ever location offers the best price, for the level of service I want then I will probably always be drawn to the lost cost provider. Other, less tech savvy might go for highest service level.

Your right though I sure does feel like warez.

I don't believe that Allofmp3 do pay any "nominal fee" to the licensing agency. The only money the artist will get is from the initial purchase of their CD. Effectively, you're paying for warez in much the same way you would with a usenet account; a couple of cents per meg of bandwidth. The only differnce is the convience of the encoding options and catalogue.

I'd be quite happy to pay the 99cents per song for a nice DRM-free ogg file if I knew the artist was getting a fair cut, but, for now it seems, I'm stuck paying for warez too.
